Look up the license at cslb.ca.gov (License Check). Status active, bond on file, workers' comp on file.
The $1,000 rule (since Jan 1, 2025): no license is needed only when the whole job is under $1,000 (labor + materials), no workers are hired, AND no permit is needed. Needs a permit? Needs a license, even if it's small.
New for 2026: the home improvement contract must name any sub who will do more than half the job. Signed one and changed your mind within 3 business days? You can cancel by email.
Many people get this wrong:"The contractor said pull it as owner-builder, it's cheaper." That puts you on the hook as the employer: payroll, workers' comp (fines up to $100,000), and the bill if someone gets hurt. A contractor who asks for this usually has no license.

Once it's issued, keep it alive: T285 counts the days.
