Moving out of California? Interstate movers are regulated by FMCSA, not BHGS. Check their USDOT number at fmcsa.dot.gov/protect-your-move.
California mover rules
The mover must hold a household goods permit from BHGS. Look it up at bhgs.dca.ca.gov.
A written estimate only after they see your stuff. Phone or internet estimates are illegal in California.
Every household move gets a "Not to Exceed" price. That's the most you can be charged, unless you ask for more services and sign a change order before the work.
Booked 3+ days ahead? You get the agreement and the "Important Notice About Your Move" at least 3 days before moving day.
Under 100 miles, movers can bill by the hour. Over 100 miles, by weight and distance.
Many people get this wrong:"The cheapest phone quote is the cheapest move." A lowball quote without seeing your home is how hostage-load scams start: they load the truck, then the price jumps. In California the mover can only demand the Not to Exceed price plus change orders you signed. No in-home or video walk-through, no written Not to Exceed, no deal.
Next steps
Get 3 written Not to Exceed quotes after a walk-through. Compare crew size and hours, not just the total.
Check each mover's BHGS permit and complaints before you pay a deposit.
Decide on protection: free basic liability is only 60¢ per pound per item. Ask the price for full value protection.
Plan the weeks before with the moving checklist, change your address with T102, and set up utilities with T130.
